SAIC-Frederick, Inc., is a wholly owned subsidiary of Science Applications International Corporation (SAIC).  As prime contractor for the National Cancer Institute’s research and development center in Frederick, MD, this national laboratory is dedicated to rapidly translating basic research into new technologies for diagnosing, treating, and preventing cancer and AIDS.  SAIC-Frederick maintains a full suite of advanced technologies in areas such as nanotechnology, genomics and imaging; operates the federal government’s only drug and vaccine manufacturing facilities; operates the high-performance Advanced Biomedical Computing Center; and supports more than 300 clinical trials for patients in the US and around the world. 

THIS POSITION IS CONTINGENT UPON AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) FUNDING. caHUB is a unique, non-profit, public resource whose primary mission is to ensure the adequate and continuous supply of clinically annotated human biospecimens of measurable quality to the biomedical research community. caHUB will first be developed as a pilot involving a combination of subcontracts and SAIC-F effort. The pilot system will consist of Biospecimen source sites, a central biobank, pathology resources, and an informatics infrastructure including a data coordinating center that will service researchers who need high quality annotated biospecimens. caHUB Informatics and IT related activities include (but are not limited to); review of SOWs for bioinformatics components; serving as the Contracting Officers Technical representative (COTR) for contracts that are primarily bioinformatics related; serving as informatics experts as part of overall caHUB development and execution program management team; input and assessment for all caHUB tool choices; design of a comprehensive caHUB Enterprise architecture; prototyping of the caHUB pilot system; support for integration of caHUB infrastructure at biospecimen source sites. The caHUB Director of Informatics will manage and provide oversight to all caHUB Informatics activities.

REQUIRED SKILLS: Possession of a Masters degree from an accredited college or university in biomedical science, physics, computer science, engineering or related field or six (6) years related experience in lieu of degree. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. In addition to educational requirements, a minimum of six (6) years of related experience including two (2) years leading large scale distributed information technology projects or leading organizations primarily focused on developing systems integration solutions for distributed systems is required. Must have basic knowledge of IT architectures such as Service Oriented Architectures and development methodologies such as RUP. In addition, must have strong communication (written and verbal), organizational and project management skills and experience in formulating and implementing IT solutions to meet business requirements. This position is subject to obtaining a Public Trust Clearance.

DESIRED SKILLS: Knowledge of Center for Biomedical informatics and Information Technology (CBIIT) cancer BioInformatics Grid (caBIG) tools and technology; Knowledge and experience sharing patient-relevant information electronically so that all HIPAA compliant regulations and procedures for data sharing are adhered; Knowledge of various LIMS, biobanking systems, and other biobanking related relevant tools and technologies.
