SAIC-Frederick, Inc., is a wholly owned subsidiary of Science Applications International Corporation (SAIC).  As prime contractor for the National Cancer Institute’s research and development center in Frederick, MD, this national laboratory is dedicated to rapidly translating basic research into new technologies for diagnosing, treating, and preventing cancer and AIDS.  SAIC-Frederick maintains a full suite of advanced technologies in areas such as nanotechnology, genomics and imaging; operates the federal government’s only drug and vaccine manufacturing facilities; operates the high-performance Advanced Biomedical Computing Center; and supports more than 300 clinical trials for patients in the US and around the world. 

THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) FUNDED POSITION. The Cancer Bioinformatics Grid (caBIG) is a 21st century information initiative of the National Cancer Institute Center for Biomedical Informatics and Information Technology (NCI CBIIT). Will manage multiple informatics projects in support of the Clinical Sciences Branch for ARRA funded cancer Electronic Health Record (caEHR) developed for the cancer Biomedical Informatics Grid™ (caBIG). This successful applicant will be responsible for performing the role of Technical Representative to the Contracting Officer (COTR) for SAIC-F. Will provide direct oversight of subcontractors performing work under SAIC-F subcontracts. Will manage the tasking, deliverables, budget, contractual and measurement of quality of products and progress, risks, issues, and mitigation strategies, and related activities for a set of contracts in support of the development of a cancer Electronic Health Record as well as other ARRA funded Service Oriented Architecture based efforts. These contracts will deliver architecture, requirements, services, and software products in the areas of Clinical Sciences. The applicant will be required and responsible for coordinating with others within the SAIC-F caEHR and Clinical Sciences team as well as with NCI CBIIT personnel.

REQUIRED SKILLS: Possession of a PhD degree in biomedical science, clinical science, physics, computer science, or engineering from an accredited college or university or eight (8) years related experience in lieu of degree. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. In addition to educational requirements, a minimum of eight (8) years of job related experience leading the development and deployment of software products, tools or infrastructure, or serving as the Project Manager on large scale projects developing distributed software tools or technology for Federal and/or Commercial customers. Must have demonstrated experience in software development and deployment using Agile Software Development Life Cycle (SDLC) methodology and managing iterative incremental software development efforts. The applicant must demonstrate exceptional communication skills through proven experience working with numerous stakeholders from diverse organizations. Ability to communicate clearly with all levels of technical leaders, including software developers, UML modelers, analysts, data architects, Healthcare Domain Subject Matter Experts, and administrative contract staff through written and oral skills is required. The candidate must demonstrate success in previous management positions, in software management and development process, shown evidence of both independent thought and leadership, and have experience in working in a highly integrated, multi-disciplinary environment. Demonstrated ability and past experience in performing project risk assessment and mitigation, and defining and performing quality assurance procedures during the full software life cycle process is required. This position is subject to obtaining a Public Trust Clearance.

DESIRED SKILLS: Project Management Certification (PMP). Experience with Electronic Health Record (EHR), Enterprise Architecture (EA) and Services Oriented Architecture (SOA), bioinformatics, Rational Unified Process (RUP), iterative incremental software development management skills, business/use case driven systems, and/or clinical trial research domain is highly desired. Experience in managing multiple projects that involve the development and deployments of systems, integrating standards, harmonization, coding, and/or semantic metadata models. Ability to provide critical technical feedback on all technical artifacts and deliverables. Experience in managing development and deployment of applications and services that are subject to the regulatory requirements in the biomedical domain. These regulatory requirements include 21 CFR Part 11, HIPAA, FISMA, Section 508 of the Rehabilitation Act, and OMB Memorandum M-06-16.
